New Thoughts on the UK Government Open Source Action Plan

Remember when, back in late February, the Cabinet Office released their “Open Source, Open Standards and Re–Use: Government Action Plan”? Myself and many other FOSS commentators were obviously heartily encouraged and have talked about it and examined the policy in some detail.

I was going back over the document recently and something quite important struck me that I had missed completely the first time round; there is a distinct lack of consideration for one particular group of “stakeholders”. A particular group of very important stakeholders that should be one of the key beneficiaries of the whole policy.

Can you guess who I mean yet?

You.

Yes, the tax paying public. The group that actually consumes the services and output of Government. The group that pays the bills. The group that needs and should be guaranteed free and open access to public information; especially now after the recent ‘expenses revelations’.

Yet, reviewing the policy as a whole it seems remarkably introspective. Only examining how FOSS should or could be acquired and used within Government for Government. And it really only discusses the expectations and implications of increased use of FOSS for itself alone. It is as if the Government are acting only for themselves. <sarcasm>Surely not?</sarcasm>.

The key objectives will be to:

  • ensure that the Government adopts open standards and uses these to communicate with the citizens and businesses that have adopted open source solutions
  • ensure that open source solutions are considered properly and, where they deliver best value for money (taking into account other advantages, such as re–use and flexibility) are selected for Government business solutions.
  • strengthen the skills, experience and capabilities within Government and in its suppliers to use open source to greatest advantage.
  • embed an ‘open source’ culture of sharing, re–use and collaborative development across Government and its suppliers, building on the re–use policies and processes already agreed within the CIO Council, and in doing so seek to stimulate innovation, reduce cost and risk, and improve speed to market.
  • ensure that there are no procedural barriers to the adoption of open source products within government, paying particular regard to the different business models and supply chain relationships involved.
  • ensure that systems integrators and proprietary software suppliers demonstrate the same flexibility and ability to re–use their solutions and products as is inherent in open source.

Even the first objective above targets only those consumers that have already adopted FOSS solutions themselves. There is very little (and I’m being generous) mention or apparent consideration of the public citizen and the benefits that adopting Open Standards/Open Source will bring in terms of ability to access information without needing to acquire proprietary software to do so. There should, IMHO, be another “spoke” to the Government’s policy that provides for a basic level of education of these benefits to the public in general and the public sector employee too.

In my company we tend to meet and deal with individuals who are quite well-informed and will have (at least) a basic understanding of FOSS. They have probably heard of OpenOffice.org for example. But if you were to have that kind of conversation outside of the IT sector you will often be met with blank stares or gasps of “But how can it be free?” or “What’s the catch?”. It is these people who need to be contacted and helped so they may make an informed choice about the software they use on their home computers. Today many do not know they even have a choice (try asking you neighbours if they have heard of Ubuntu). It is – the way I see it – the responsibility of our Government to provide some base-level of information; the proprietary software vendors won’t pay to advertise FOSS and, to be totally honest, I don’t really see why they should be forced to in a free market.

You might think to suggest that is up to companies like ours to do this promotion. And we do to the best of our ability and as finances will allow. But, like many others, we are not a large company and do not have hundreds of thousands of pounds or more to spend on that kind of education. In fact, I was contacted last week by someone working “on behalf” of the Cabinet Office and a publication that is destined to go to all Local Government departments around the UK to help spread the word about the new policy and action plan. We were asked initially what we did and then if we would be interested in being included in this government sponsored and distributed “book”. It sounded very interesting. Until that was, they said it was going to cost us £4000 to have our company details in this register for just 6 months!

That hardly sounds like an “inclusive” and helpful exercise does it? Who are they going to get paying that kind of money? Just how much does this “book” actually cost to produce? And how many copies will be printed? And why are they still using books and paper anyway? It’s contents will almost certainly be out-of-date before it even gets distributed. Sheesh.

There is still, clearly, a very long way to go before our Government really starts to “get it”…

OOXML: Nobody knows (or cares) what it is for or why.

I’ve not penned much on OOXML for quite a while mainly because there really doesn’t seem to be much interest in it outside of a small circle of Microsoft lackeys and puppy dogs. Even MS themselves are making more noise about implementing native ODF support with the just-released SP2 for Office 2007.

Anyway – two blog posts crept on my radar today that are worthy of mention and the cause for my writing at all.

This one from the ever vigilant and articulate Glyn Moody about how no-one seems to be that interested in OOXML any more and some possible reasoning behind the apparent apathy.

The other quite literally had me in hysterics (ROTFL). It’s not the post so much as the comments attached to it. Apparently those few who remain interested in OOXML enjoy nothing more than discussing between themselves what OOXML is for and how various versions of the notorious specification should be augmented/updated or even simply maintained.

The debate is on such things as should the “Transitional” format be forward or backward looking and if the later then it shouldn’t be Transitional but Strict. Hmmm – yes I hear you say gripping stuff. Here’s a snippet from one of the comments just to whet your appetite:

So, ECMA-376 (1ed) is “looking back”, but ISO-29500 Transitional is not simply “looking back”: it is a “mutant”, that is both looking backward and looking forward. ISO 29500 Strict is indeed “looking forward”.

For those readers who “have a life” and missed all the excitement of 2007/8 a brief synopsis of the history goes something like this:

Microsoft implemented OOXML (their XML based file format which is essentially a binary dump of the memory footprint of your document wrapped in an amazingly obscure and illegible XML schema) in Office 2007. You may have even received the odd file with a .docx or .xlsx extension. Then some kind of panic happened in MS and they decided that because Governments and other public bodies were asking for ODF (ISO/IEC 26300 Open Document Format supported by many applications including OpenOffice.org) they’d better get OOXML standardised too. So in a rush job, Microsoft’s specification publicist ECMA took the format used on Office 2007, got the developer documentation and wrote a bit more stuff around it and published it as ECMA 376. It then got submitted to the ISO for “fast tracking”. Oh yes, did I mention the “specification” was over 6000 pages long? Needless to say there was lots of argy bargy back and forth, the document got changed quite a bit, lots of money changed hands, loads of small countries from the developing world suddenly got very interested in XML Document Specifications and decided to become paid up members of the standards bodies and the specification scraped through about a year ago to become probably the worst example of a supposed International standard the world has ever seen (IMHO).

Do be advised also that today, as far as I am aware. there is no currently available end-user product (free or commercial) for reading and writing ISO IEC 29500 (OOXML) files. Microsoft Office 2007 doesn’t; it supports something similar to the first edition of ECMA 376 but probably not quite the same and I’m not sure anyone really cares anyway.

But do go and read the discussion on this blog post. Even if you don’t really understand it, the discussion of such irrelevant minutiae and semantics really does show to me that even those who support and think it is a useful and worthwhile specification don’t really know what it is for…

Here’s a bit more just to highlight the trouble they are all having:

Thanks for the clarification. “Transitional”, at present, is definitely looking like the superset of “Strict” the way you explained. The word “transitional”, however says to be that it is temporary. If we insist “transitional” will always be the superset, then there is no way “Transitional” will ever be a temporary thing.

Moreover, with the superset definition, it means anything that makes it into “strict” will automatically make it into “transitional”, which will make Brown’s statement that the working group is considering mirroring new features into “transitional” moot.

I will say “transitional” is the superset of “strict”, with a time limit imposed. Therefore, for a limited time only, it can be “looking forward”. What is happening is someone forgotten to specify the time limit, which leads to the discussion whether new features in “strict” should be mirrored into “transition”.

To me, it does not make sense to put new features introduced in Office 14 into “Transitional”. “Strict”? Yes, but not “transitional” since it unnecessarily extended the time frame for “transitional”.

One question still remains, how does one add new features to Transitional or Strict given the charter can be read to exclude new features introduced in future version of MS Office, including Office 14?

Does the Sun Shine at Oracle?

There’s been much coverage and speculation of what might or might not happen following the announcement that Oracle would like to buy Sun Microsystems and Sun are apparently happy to be bought by Oracle [note the deal hasn’t actually happened yet].

I’ve not said much on this because, speculation is, frankly, pretty pointless. We have no idea what is going to happen in reality and I certainly do not have an ear in Larry or Jonathan’s Office. Oracle are going to pay a great deal of money for Sun and they will get a company that is is well liked by many – but not all – in the FOSS community. What do they have that Oracle want?

  • Solaris – A nice operating system for servers. Important to Oracle for a number of reasons. A great deal of their database solutions run on Solaris. Open Solaris is available under an OSI approved Licence.
  • Java – Almost a world in it’s own right and something that is very, very important to lots and lots of companies including Sun’s other early suitor, IBM. Personally I reckon this is Sun’s jewel-in-the-crown. Not for monetary value necessarily, but because it touches almost everyone in some way. From the Java web site: “Java powers more than 4.5 billion devices including: 800+ million PCs, 2.1 billion mobile phones and other handheld devices (source: Ovum), 3.5 billion smart cards, Set-top boxes, printers, Web cams, games, car navigation systems, lottery terminals, medical devices, parking payment stations, and more.” Java is free to use and there is the Open JDK available under the GPL.
  • Lots of hardware – Are Oracle interested in this? Several commentators think not and come up with a credible scenario whereby Oracle can sell off the h/w bits and get back most of what they paid for the whole business. Here’s a nicely succinct piece as an example. That’s quite a compelling story but only time will tell. Maybe Oracle does want to expand into h/w too? Who knows. It would help it compete more against HP and IBM in areas where they were “partners” before…
  • MySQL – Lots of worried voices in the blogoshpere and others keeping surprisingly quiet. Much of the mainstream MySQL code is GPL.
  • OpenOffice.org – This could hold tremendous opportunity for Oracle should they wish. Take on MS? They could really hurt Microsoft’s cash cow (Office) if they decided or wanted too. OpenOffice.org is licensed under the LGPL.

Oracle is not unknown in the FOSS world. It has a number of FOSS products and projects such as their own Linux, the InnoDB engine that is used in MySQL (today they released a new embedded version, under the GPL), remember the Berkeley DB from Sleepycat Software? Yep. They have that too (OSI Approved License).

So, not much idle speculation from me. But here are few others speculating that I found interesting:

Please drop by any other good links that are worth reading or comments you have. But remember, there’s no point in getting wound up or anxious. Nobody really knows what is going to happen but one thing is certain if the deal goes through; the Free and Open Source Ecosystem has just landed a very big fish indeed…

Did Microsoft make Firefox?

This post by Matt Assay discussing how we got to a competitive browser market got me thinking. (Dangerous I know, but bear with me.)

… I suppose the truly intriguing thing is not that we have a competitive market for Web browsers again, but how it happened. Baker told me recently that Firefox is “an anomaly” because it managed to beat back overwhelming Microsoft market share. Can we do it again?

What was the tipping point when Microsoft’s Internet Explorer team finally had to start paying attention to Mozilla’s Firefox browser? And when did Google decide that it couldn’t subsist on Firefox’s roadmap and instead had to forge its own browser, Chrome?

Mozilla FirefoxMy own take on this is it was all Microsoft’s own doing. Think about it. Their browser, Internet Explorer [and more specifically IE6], was locked into the operating system that ran an almost every PC sold. So for Mozilla’s Firefox browser to take more than a 20% market share is pretty staggering. If you use Windows (as certainly a few years ago almost everyone did) you already have a browser on that Windows PC so why go and download another one? It isn’t quite the same for OpenOffice.org or Gimp for example. You are having to make a decision about acquiring an Office Application Suite or an Image Editor; whether you pay for commercial code or use FOSS is your choice. But with the browser, you already have one.

My conclusion to Matt’s question is that it comes down to just how bad IE6 really was. If it had been a half decent browser with acceptable support for the standards it was supposed to support then I don’t think Firefox, and possibly the entire FOSS ecosystem, would be as strong as it is today.

Presumably Microsoft could have patched and updated IE6 during the course of it’s life but they chose not to, and instead stuck to delivering a half-baked, non-compliant browser full of leaks and security holes and proprietary features that lead many unfortunate souls to build sites that only worked with Microsoft’s browser.

I think that it was the web development community that started this movement. Being professionally involved in helping Graphic Designers make websites work across browsers, I know just how BAD IE6 really is when it comes to supporting standards. If it hadn’t been so terrible, or even got fixed, I don’t think the web developer community would have started using Firefox in the numbers that they did and then espousing it’s virtues with quite the same level of gusto.

Of course, as well as being a decent browser, there were many new and innovative ideas and features in Firefox, a huge extension and plug-in library and cross platform support too. But as “most” users of a browser are simply surfing, then if IE wasn’t such a pile of steaming poo in the first place I don’t think many consumers would have been inclined to change at all.

OOXML Fataly Flawed?

Thanks to Roy’s tenacity and constant vigilance, I have learned how it now appears the MS Office binary format that is wrapped in XML and is now known as IS 29500 (OOXML), an ISO Standard Office Document Specification (ROTFL), is giving hackers everywhere a field day.

It is now official and also confirmed that OOXML files are not just insecure but there are also persistent attacks against new flaws (without any security patches being available, i.e. zero-day).

There are some good links and sources to this article so recommended reading for anyone who is considering using Office 2007 or receives an OOXML document (the ones ending in x, e.g docx, pptx and xlsx). IMHO your automatic response should be to return it directly to the sender, do not attempt to open it, and ask for them to send it to you in an open format such as ODF or PDF or even plain text. I would also suggest that you provide a link to OpenOffice.org in the reply.

In the last few scant months, there have been several major and very serious security flaws and attack opportunities with Microsoft’s software. Surely, it must be becoming clear to everyone by now:

If the foundations are weak, the walls crumbling, the windows broken and the roof collapsing; it’s time to move.

The Economics of Free: For Free

Remember the short piece I posted about the Radio 4 programme “In Business” a couple of weeks ago? Well, very kindly, the programme’s editor has provided me with a transcript of programme to

I have just read and listened again and didn’t find anything glaring although I did fix one rather amusing typo: “Linux Colonel” to “Linux Kernel”. It was sent to me as a Microsoft .doc file. I opened it in OpenOffice.org and exported it as a PDF so it should be readable by virtually everyone.

This programme does provide some excellent answers to the types of questions we repeatedly get asked in our day-to-day business:

  • “How do they/you make money from Open Source”
  • “Why should you/they give it away?”

So for those of you who get asked these sorts of questions and would like some non-technobable answers from a rather reputable source to use, the transcript can be downloaded in it’s entirety, for free, from our website here. On that page, there is also a link to the BBC’s permanent archive so the podcast can be retrieved too. As an interesting titbit, in his email with me, the editor said that about 600k people download the programme every month!

… Microsoft’s financial success is about taking a product whose underlying economics are zero, the marginal costs of reproducing software is zero, and charging $300 for it. You know incredible net profit margins. Unfortunately, economics always wins. People recognised that the underlying economics of distributing software were zero and so they were like okay, so Microsoft is getting monopoly profits because they are in fact a monopoly. What we need to do is break the monopoly. Not, as it turns out, by regulation and regulator, but instead the marketplace broke the monopoly.
