			<content:encoded><![CDATA[<p>I went to a party this Saturday evening for a friend&#8217;s 40th birthday.</p>
<p>Nothing remotely interesting about that in itself, but I was rather struck yesterday whilst remembering some of the conversations I&#8217;d had the previous night&#8230;</p>
<p>There were many people who I did not know at all or as only a &#8220;face&#8221; from the school run and such like. And it was a typical party with a wide mixture of individuals and couples from all sorts of backgrounds [i.e, <strong>NOT</strong> all in IT], and quite a few were from Australia. When the conversation turned to &#8220;what do you then?&#8221; and I told them, almost everyone of the replies included a comment along the lines of &#8220;Oh, you mean like Open Office?&#8221;.</p>
<p>I was questioned in-depth about Open Source in general, the business model(s) that surround and support it and on how one should go about getting or using it.</p>
<p>Another common thread to our chats was the: &#8220;There&#8217;s no reason to go out and spend hundreds of pounds of Microsoft&#8217;s Office. OpenOffice does more than enough and is free&#8221;.</p>
<p>The general interest level in Open Source and specific familiarity <a href="http://www.openoffice.org">OpenOffice.org</a> was very encouraging indeed.</p>
<p>On the downside, the evening was less like a party and more like a sales pitch&#8230; But hey - that&#8217;s fine by me <img src='http://www.theopensourcerer.com/wp-includes/images/smilies/icon_wink.gif' alt=';-)' class='wp-smiley' /></p>

<blockquote><p>Recently it was announced that National Archives are converting their stock of electronic documents into Microsoft Open XML format. This format is not supported outside of Microsoft&#8217;s own products and ties the public to purchasing Microsoft Office should they wish to view the products, which is a cost of around £80-£120 depending on version. It also ties a user to purchasing Microsoft Windows which is a cost of roughly £150 for the Basic edition or purchasing a new PC with Windows which is a cost of at around £200 for a new machine. Instead Open Document Format which is an accepted ISO standard unlike Open XML should be used. Open Document Format is supported on many major platforms and is freely available at no charge. It includes all the necessary features for documents otherwise it would not be the ISO standard. There should not be a £250 charge to use Microsoft for accessing the National Archives electronically especially in light of the companies ongoing litigation with the EU regarding its anti-competitive actions.</p></blockquote>
<p>Since the recent vote by the ISO, the bit about OOXML not being a standard is now obsolete unless there is a formal complaint made within 2 months. Also, M$ Office can cost a <a href="http://www.ebuyer.com/store/Software/cat/Retail-Boxed-Software/subcat/Business-&amp;-Office-Applications" title="Ebuyer Office Suite Pricing" target="_blank">great deal more</a> than £120 if you want any of the (more useful) enterprise features. Of course, Open Source offers them for free.</p>
<p>Nevertheless, although I doubt it will make much difference to the choice of document format used by the UK&#8217;s publicly owned National Archive, <em>as it seems to have been <a href="http://www.theopensourcerer.com/tag/national-archive/" title="Links to previous posts on the National Archive" target="_blank">infiltrated by Microsoft&#8217;s puppets</a> at senior levels</em>, it may well help to raise the profile of ODF and <a href="http://openoffice.org" title="OpenOffice.org" target="_blank">OpenOffice.org</a> to the UK government.</p>
<p>And of course, it&#8217;s just fun to be able to make your point somewhere.</p>

			<content:encoded><![CDATA[<p>I know there has been a great deal of written commentary about why OOXML should or should not become an ISO standard. Just look back though <a href="http://www.theopensourcerer.com/tag/ooxml/">this blog</a> for many of them <img src='http://www.theopensourcerer.com/wp-includes/images/smilies/icon_wink.gif' alt=';-)' class='wp-smiley' /> </p>
<p>Recently however, <a href="http://www.robweir.com/blog/">Rob Weir</a> has documented an incredibly simple, telling and fascinatingly descriptive <a href="http://www.robweir.com/blog/2008/03/disharmony-of-ooxml.html">demonstration</a> of exactly why OOXML is such utter crap and should never become a standard in its current format. He shows how a simple formatting rule looks when saved using OOXML or ODF* based applications. See Rob&#8217;s table and comments below:</p>
<p>* <em>ODF is the ISO approved standard for document formats and is used by many platform independent applications such as <a href="http://www.openoffice.org">OpenOffice.org</a> and <a href="http://www.koffice.org">KOffice</a>.</em></p>

I created six documents:  word processor, spreadsheet and presentation graphics, in OOXML and ODF formats.  In each case I entered one simple string &#8220;This is red text&#8221;.   In each case I made the word &#8220;red&#8221; red, and right aligned the entire string. <p>The results speak for themselves.</p>
<p>What is the engineering justification for this horror?   I have no doubt that this accurately reflects the internals of Microsoft Office, and shows how these three applications have been developed by three different, isolated teams.  But is this a suitable foundation for an International Standard?  Does this represent a reasonable engineering judgment?  ODF uses the W3C&#8217;s XSL-FO vocabulary for text styling, and uses this vocabulary consistently.  OOXML&#8217;s representation, on the other hand, appear incompatible with any deliberate design methodology.</p>
<p>I fear that before we can tackle harmonization of ODF and OOXML, we will first need to harmonize OOXML with itself!</p></blockquote>
<p>I love how convoluted and completely indecipherable the OOXML representations are; and they are all different depending on which application you use! It&#8217;s laughable really.</p>
<p>Honestly, how on earth can the US NB, for example, have just announced their decision to vote yes to OOXML unless they have been thoroughly corrupted - as have so many other of the ISO National bodies and sub-committees involved in this whole sorry saga.</p>
<p>To my mind there will be two losers if OOXML becomes IS-29500:</p>
<ul>
<li>Us - That&#8217;s all of us as consumers and users of electronic documents</li>
<li>ISO - They have already lost a great deal of respect and credibility. If OOXML passes they will have none left. They will become an irrelevance in technology standards at least.</li>
</ul>
<p>I can see the <a href="http://www.ietf.org/">IETF</a> (The body responsible for much of what has made the Internet work) becoming a far more important standards setter going forward&#8230;</p>

			<content:encoded><![CDATA[<p>After this <a href="http://www.itbusiness.ca/it/client/en/home/News.asp?id=46692">article</a> I picked up on recently about the 30,000+ desktops having moved to Linux in India, we now have the news this morning that the <a href="http://news.yahoo.com/s/afp/20080130/tc_afp/franceinternetpolice">French Paramilitary Police Force</a> will be dumping ALL it&#8217;s Microshaft software in favour of Open Source Linux. And they are, somewhat surprisingly in my book, choosing <a href="http://www.ubuntu.com">Ubuntu</a> rather than their own - home grown - <a href="www.mandriva.com">Mandriva</a> distribution.</p>
<p>Anyway, this is a pretty big story as the lead paragraph states:</p>
<blockquote><p>PARIS (AFP) - The French paramilitary police force said Wednesday it is ditching Microsoft for the free Linux operating system, becoming one of the biggest administrations in the world to make the break.</p></blockquote>
<p>See&#8230; I <a href="http://www.theopensourcerer.com/2008/01/27/linux-is-2008-the-year-of-the-desktop/">told</a> you so <img src='http://www.theopensourcerer.com/wp-includes/images/smilies/icon_wink.gif' alt=';-)' class='wp-smiley' /> </p>
<blockquote><p> The gendarmerie&#8217;s 70,000 desktops currently use Microsoft&#8217;s Windows XP operating system. But these will progressively change over to the Linux system distributed by Ubuntu, explained Colonel Nicolas Geraud, deputy director of the gendarmerie&#8217;s IT department.</p>
<p>&#8220;We will introduce Linux every time we have to replace a desktop computer,&#8221; he said, &#8220;so this year we expect to change 5,000-8,000 to Ubuntu and then 12,000-15,000 over the next four years so that every desktop uses the Linux operating system by 2013-2014.&#8221;</p>
<p>There are three reasons behind the move, Geraud said at the Solution Linux 2008 conference here. The first is to diversify suppliers and reduce the force&#8217;s reliance on one company, the second is to give the gendarmerie mastery of the operating system and the third is cost, he said.</p>
<p>He also added that &#8220;the Linux interface is ahead of other operating systems currently on the market for professional use.&#8221;</p></blockquote>
<p>And even more impressively is this comment about the savings they make by using OpenOffice.org compared to buying MS Office.</p>
<blockquote><p> The move away from licensed products is saving the gendarmerie about seven million euros (10.3 million dollars) a year for all its PCs.</p>
<p>&#8220;In 2004 we had to buy 13,000 licences for office suites for our PCs,&#8221; he said, &#8220;but in the three years since then we&#8217;ve only had to buy a total of 27 licences.&#8221;</p></blockquote>

<p>It really does appear as though we are approaching that point of critical mass, where something other than Windows <em>could</em> become a dominant desktop OS.</p>
<p>Apple have just recorded their <a href="http://www.apple.com/pr/library/2008/01/22results.html" title="Best Quarterly Revenue &amp; Earnings in Apple History" target="_blank">best ever quarter</a> and so have the legions of converts to OS X. As there is almost no condescension about their slick and user friendly Operating System. Oh yes, the core of OS X is Open Source, built on Mach 3.0 and FreeBSD 5. But you still have to buy a MAC to run it so it is not the least expensive alternative and let&#8217;s not forget we have hundreds of millions of Intel/AMD i86 compatible PCs out there.</p>
<p>But now we have that bastion of conservative enterprise solutions, IBM <a href="http://computerworld.com/action/article.do?command=viewArticleBasic&amp;taxonomyName=hardware&amp;articleId=9058900&amp;taxonomyId=12&amp;intsrc=kc_top">saying</a></p>
<blockquote><p>In an announcement this week at the Lotusphere 2008 conference in Orlando, IBM said that it will provide full support for Ubuntu Linux with Lotus Notes 8.5 and Lotus Symphony using its Open Collaboration Client software, which is based on open standards.</p>
<p>Antony Satyadas, chief competitive marketing officer for IBM Lotus, said the Ubuntu support for Notes and Symphony were a direct response to demand from customers.</p></blockquote>
<p>Support for Ubuntu. From IBM. Just think about that for a moment&#8230;</p>
<blockquote><p>&#8220;We&#8217;re doing pilots with customers now,&#8221; Satyadas said. &#8220;Some of the requests came from big companies&#8221; with as many as 100,000 users that are interested in moving to Ubuntu Linux on the desktop.</p></blockquote>
<p>100,000 users moving to Linux on the desktop - wow. Just how much will that save MegaCorp Inc.? Who knows, but I bet it is a pretty sizeable truck load of cash.</p>
<p>IBM have endorsed Ubuntu. This is, actually, really big news. For a firm the size of IBM they don&#8217;t do things like this lightly or &#8220;just for fun&#8221;. This means there must be serious demand from their enterprise customers for a change; and it&#8217;s a <big>big</big> change. Their own <a href="http://www-03.ibm.com/press/us/en/pressrelease/23370.wss" title="IBM Accelerates Desktop Customer Choice With Support for Ubuntu, Red Hat and Novell Software" target="_blank">press release</a> for this entitled &#8220;IBM Accelerates Desktop Customer Choice With Support for Ubuntu, Red Hat and Novell Software&#8221; just shows how far we have come. Three alternative Linux operating systems. All with support from IBM.</p>
<blockquote><p>&#8220;All the stars are lining up,&#8221; he said. &#8220;Everybody has been saying that since 2001 except IBM. We never said that, but we are saying that now.&#8221;</p>
<p>In the past, IBM has said Linux on the corporate desktop wouldn&#8217;t happen until the operating system was good enough to allow companies to have all the functions they need to run their businesses. At the same time, an adequate supply of critical business software that would run reliably and efficiently on Linux would be needed.</p>
<p>&#8220;We are putting our money where our mouth is,&#8221; Satyadas said. &#8220;We think now the time is really [here]&#8221; and the needed business applications are available to make it work for corporations.</p>
<p>&#8220;Linux is cool now,&#8221; he said. &#8220;We use it ourselves. We are able to offer a secure, rich and cost-effective Microsoft alternative.&#8221;</p></blockquote>
<p>We also have seen reports of very large scale deployments happening all over the world where tens of thousands of desktops are moving to free and open operating systems. Here&#8217;s a recent one from <a href="http://www.itbusiness.ca/it/client/en/home/News.asp?id=46692">India</a>. This is a really good read and shows just what can be done with OSS in the enterprise, and at some speed too! I especially enjoyed his comments on the complete non-issue that anti-virus and malware problems are since their migration to Linux.</p>
<blockquote><p>&#8230;A year later, Umashankar and his team had moved 30,000 computers and 1,880 severs belonging to some of the state&#8217;s schools to Linux &#8212; creating possibly the largest Linux rollout in India.</p></blockquote>
<p>And here&#8217;s the very simple &#8220;why&#8221; this made so much sense:</p>
<blockquote><p>The decision to migrate to Linux was driven primarily by cost. It was hard to escape the cold figures before Umashankar: Elcot saved Rs 5 crore<sup><a href="#1">1</a></sup> on every 20 servers it set up with Linux. And they had over 1,800 servers.</p>
<p>In addition, Umashankar says that the shift saves them about 25 percent on any general hardware purchases &#8212; and as much as 90 percent on the high-end servers.</p>
<p>Umashankar says that his office uses the Openoffice.org suite. This saves them close to Rs 12,000 on each desktop, he says.</p>
<p>&#8220;We buy Intel dual core desktops with 19&#8243; TFT monitors for Rs 21,600 including the Linux OS. If we bought a proprietary office suite at Rs 12,000 for each desktop, the cost of commissioning infrastructure would go up to Rs 33,600 &#8212; a 55 percent increase,&#8221; he says.</p></blockquote>
<p>55% uplift on every desktop. Just for your Office Application suite. If only more people realised this&#8230;</p>
<p>When you realise the kind of savings that are to be had, and knowing that there are now several free and excellent Desktop alternatives such as:</p>
<ul>
<li><a href="http://www.ubuntu.com">Ubuntu</a> and it&#8217;s derivatives (I have heard very good things about <a href="http://linuxmint.com/">Mint</a> recently),</li>
<li><a href="http://www.opensuse.org/">OpenSuse</a>,</li>
<li><a href="http://fedoraproject.org/">Fedora</a>,</li>
<li>And many others. See <a href="http://distrowatch.com/">Distrowatch</a> for a up-to-date list of what&#8217;s hot and what&#8217;s not.</li>
</ul>
<p>it really makes me angry that our UK government are so blind to the opportunities.</p>
<p>With all of these Linux desktop distributions come, literally, thousands of free applications which provide an almost total replacement for available commercial products, and also offer many more that are not present in the commercial domain at all.</p>
<p>We now have top quality products that fulfil most of the mainstream business requirements. I&#8217;m thinking, <a href="http://www.mozilla-europe.org/en/products/firefox/" title="Firefox" target="_blank">Firefox</a>, <a href="http://www.mozilla-europe.org/en/products/thunderbird/" title="Thunderbird" target="_blank">Thunderbird</a> (or <a href="http://www.gnome.org/projects/evolution/" title="Evolution" target="_blank">Evolution</a>), <a href="http://www.OpenOffice.org" title="OpenOffice.org" target="_blank">OpenOffice.org</a>, <a href="http://www.gimp.org/" title="The Gimp" target="_blank">The Gimp</a> and <a href="http://www.inkscape.org/" title="Inkscape" target="_blank">Inkscape</a>. There are multiple offerings in back-office and network/desktop management solutions, again, free and open and there are numerous excellent development environments, libraries and integration tools to enable unlimited customisation.</p>
<p>There are now plenty of <strong>big</strong> companies like Novell, IBM, Sun HP, and even Oracle, providing Linux desktop products and enterprise level support services. For the smaller business there are now companies that provide the support services, knowledge and skills that suit the SME sector (like our own business, The Open Learning Centre), there are huge numbers of students leaving University having worked on and engaged in the Open Source community which should help to round out the support side. And of course there is the Open Source community itself. I know of know other place where I can drop a quick email about a problem I&#8217;m having, or a question about configuration for example, which gives me consistently, fast and accurate assistance. Bugs are generally caught, logged and fixed with frightening speed <em>and</em> courtesy too.</p>
<p>Is Linux ready for the Desktop? Undoubtedly yes.</p>
<p>Will 2008 be the year it really takes off? I don&#8217;t know but I really do hope so. The only reasons it might not are fear and ignorance. Two issues which are easily surmountable.</p>
<p>Fear? Just show them, or better still give them a copy and don&#8217;t forget to tell them that they are free to copy and redistribute it too.</p>
<p>Ignorance? Just tell people about Open Source&#8230;</p>
<p>&#8220;Ignorance is bliss&#8221; the old adage goes. I think as far as OSS is concerned, that should be &#8220;Ignorance is expensive&#8221;.</p>
<p><em><strong><a title="1" name="1"></a>1</strong> According to the Wikipedia a Crore denotes 10 million <a href="http://en.wikipedia.org/wiki/Crore">http://en.wikipedia.org/wiki/Crore</a> and you get about 40 Rs to the US dollar. So they are saving a huge amount of money however you look at it.</em></p>

Well it seems as though <a href="http://www.becta.org.uk/" title="Becta - Education through technology" target="_blank">Becta</a> have had enough trying to negotiate with Microsoft and have referred them to the Office of Fair Trading  for alleged anti-competitive practices in the schools software market.</p>
<p>Hooray. This is good news. According to the <a href="http://news.becta.org.uk/display.cfm?resID=34425" title="Becta - Microsoft referred to OFT." target="_blank">original article</a>:</p>
<blockquote><p>The agency&#8217;s main concerns surround the limitations Microsoft places on schools using its subscription licensing arrangements and the potential interoperability difficulties for schools, pupils and parents who wish to use alternatives to Microsoft&#8217;s Office software, including &#8220;free to use&#8221; alternatives.</p></blockquote>
<p>They missed an opportunity here when they could have suggested that Schools deploy <a href="http://www.openoffice.org" title="OpenOffice.org" target="_blank">OpenOffice.org</a> instead.:</p>
<blockquote><p>Becta&#8217;s advice to schools considering moving to Microsoft&#8217;s School Agreement subscription licensing model is that they should not do so. Schools must be legally licensed for all the software they are using, and if licensing Microsoft products is an imperative they should consider using a perpetual agreement such as &#8216;Select&#8217; until such time as the OFT have responded to our complaint.</p></blockquote>
<p>But they make up for that slip up a bit by saying here:</p>
<blockquote><p>Becta&#8217;s advice to schools in relation to the deployment of Office 2007 remains that schools and colleges should only deploy Office 2007 when its interoperability with alternative products is satisfactory. That would necessarily imply effective support by Microsoft of the internationally approved ODF file format.</p></blockquote>
<p>About time too. Next time you talk to your childrens&#8217; teacher tell them about Open Source software and <a href="http://www.openoffice.org" title="OpenOffice.org" target="_blank">OpenOffice.org</a> in particular. Perhaps we could save the country a few Million quid and get some more teachers/books/hardware/sports equipment or anything else that would be more useful and valuable than a piece of paper from Microsoft; that&#8217;s all you get in reality&#8230;</p>

It looks as though the 95% market share numbers for M$ Office are way off the mark! In reality, it could be more like 20% of the Office application market is actually OpenOffice.org&#8217;s and M$&#8217;s position could actually be going backwards!</p>
<blockquote><p>Wharton’s analysis reveals the fallacy that 95% of users (PC users or office software users, pick one market) use Microsoft Office. Instead, the oft-quoted number simply measures that 95% of the revenue collected for the sale of office suites goes to MS (according to International Data Corp.). Thus, free products including OpenOffice.org and Google Docs are not measured by this statistic at all!</p>
<p>If you measure market share as the number of computers with the software installed, as a percentage of all computers, then Microsoft has far less than 95% and OOo has a good slice: Microsoft claims to have about 400 million MSO users, and some estimates place OOo users at 100 million. With these simple numbers, MS has 80% market share and OpenOffice has 20% (obviously excluding other players and overlap; these numbers could be refined).</p></blockquote>
<p>Nice one <a href="http://www.solidoffice.com/" title="Benjamin Horst's Blog - SolidOffice" target="_blank">Benjamin</a>. I can&#8217;t wait for it to reach 50% - and I believe it will too.</p>

			<content:encoded><![CDATA[<p>I found <a href="http://wiki.services.openoffice.org/wiki/Market_Share_Analysis" title="OO.o market share numbers" target="_blank">this link</a> via a post on the OO.o marketing mailing list this morning.</p>
<p>The figures that follow are probably nowhere near complete either. We know that in Holland they are moving the whole of the <a href="http://www.theopensourcerer.com/2007/09/17/coolest-eu-nation-goes-open-source/" title="Dutch Go Open Source" target="_blank">Amsterdam administration</a> over to Open Source and I&#8217;m certain that there will be many more companies and public bodies that either: haven&#8217;t seen this list and know that they can contribute, or are simply not allowed to. If you know of any one using OO.o in their business, public agency or wherever else, encourage them to get it on this list!</p>
<p>There are some pretty amazing numbers on there, showing some <strong>very large</strong> installations of OpenOffce.org. But what really grabbed my attention was some of the European statistics:</p>
<ul>
<li>Austria: 18,000 seats.</li>
<li>Belgium: 4,000 seats.</li>
<li>Finland: 10,000 seats.</li>
<li><strong>France: 490,750</strong> seats!</li>
<li>Germany: 25,900 seats.</li>
<li><strong>Spain: 388,000</strong> seats!</li>
<li><em>UK: 5000<strong> </strong></em>seats<em><strong> </strong></em>(One entry only, for Bristol City Council)</li>
</ul>
<p>Now something is surely very wrong here&#8230; France and Spain are using, close to, a million (878,750) copies of <a href="http://openoffice.org" title="OpenOffice.org" target="_blank">Open Office</a>. That&#8217;s got to be <em><strong>several hundred million pounds worth</strong></em> of license fees they aren&#8217;t paying to M$. And not just once, either. That&#8217;ll be <em>every three years</em> or so I guess.</p>
<p>If our government wasn&#8217;t so <a href="http://www.theopensourcerer.com/2007/09/20/wake-up-and-smell-the-coffee-open-source-advocacy/" title="UK Gov and M$" target="_blank">in bed with M$</a> we could probably have built a couple of new hospitals, or a dozen or so new schools with that kind of money&#8230; Jeeez, this makes me really angry.</p>
